  • Analysis indicates that 30 percent of registered voters over the age of 65 on the State's data banks lack PennDOT IDs, the most common form of photo identification.
  • As many as 60 percent of those seniors will have to visit one of the five PennDOT Photo ID centers in Philadelphia County to process and receive an ID. This influx will have to be accommodated on top of PennDOT personnel's regular work load, and it will involve very complicated paperwork including birth and marriage certificates.
