Eric Dorsey, 20, of the 3100 block of Old County Road in Newark, was arrested on Tuesday morning.
According to police, Dorsey had contact with the boy back on November 13th at a Wilmington home.
Investigators are not releasing any other details so as to protect the victim's identity.
Dorsey was charged with two counts of unlawful sexual contact with a child who is less than 13 years of age, endangering the welfare of a child, indecent exposure in the first degree and offensive touching.
He was arraigned and released on $7,000 unsecured bail and order to have no contact with anyone under the age of eighteen.
Police say they are looking for any other children who may have had contact with Dorsey.
