It happened Thursday at 1:30 p.m.
Investigators say a 20-year-old man was standing outside the Social Security Administration building at 920 West Basin Road in New Castle when a suspect walked up to him and asked him to hold a cigarette.
When he complied, the suspect punched the man in the face, took personal property from him and fled.
Troopers have identified the suspect as 18-year-old Antwon Moore of Wilmington. A warrant has been issued for Moore's arrest.
Anyone with information about the crime or Moore's whereabouts is asked to call Troop 2 at 302-834-2620 extension 524.
