George Tobin, 40, of the 7100 block of Keystone Street, was arrested on Monday.
Police say Tobin was responsible for five incidents in less than a week.
The first incident happened on Thursday, April 18th, in the 3100 block of School House Lane at 1:00 p.m. The suspect pulled over in his green Jeep Liberty.
Police say he asked the victim a question to get her over to the vehicle. Then he allegedly made rude sexual comments and gestures and exposed himself.
It happened four more times the following Wednesday between noon and 1:00 p.m.
The women escaped unharmed.
