18-year-old Allis Chalmers of Ventnor is charged with Criminal Restraint, Criminal Attempt Sexual Contact and Simple Assault.
The 22-year-old victim told police her attacker grabbed her from behind and tried to choke her after 10:00 p.m. Sunday.
Investigators say she was able to scratch him, break free and run to the nearby Regency Towers Condominium to call police.
Chalmers was picked up by officers within a few minutes of the attack.
He is being held in lieu of $50,000 cash bail.
