The incident occurred around 11:30 p.m. at the Cedar Woods apartments, located on the 700 block of Christiana Road.
Police say an unidentified man was shot in the neck in the parking lot area and the suspect fled the area in the victim's car.
The victim was rushed to the hospital and died a short time later.
Police are working on a description of the suspect.
The victim's name has not been released.
