West Chester foster father charged with child sex assault

WEST CHESTER, Pa. - June 4, 2013

"We are going to land on this defendant like a ton of bricks. Anybody who sexually assaults a child in Chester County will be arrested, prosecuted, and punished as severely as the law permits." Chester County District Attorney Tom Hogan said in a statement.

60-year-old Leroy Mitchell of West Strasburg Road in West Bradford is accused of sexually assaulting two children in his care.

Sources tell Action News that authorities fear that there could be more victims. Mitchell and his wife have been foster parents for decades to more than 50 children.

Mitchell was employed at Chester County Prison, but he has been relieved of his duties.

Mitchell was initially arrested on Friday for assaulting one child.

Police say as a result of a follow-up investigation, he is being charged today for assaults on a second child.

The victims were between the ages of 7 and 9 at the time of the assaults.

Mitchell has been charged with multiple counts of aggravated indecent assault, endangering the welfare of children, corruption of minors, and related offenses.

Bail was set at $500,000 cash.
