The video, which was captured around 1:30 a.m. Tuesday, shows the suspect approach a toll collection machine on the expressway near Cross Keys Road in Sicklerville.
The man then uses tools from his backpack to break into the machine and steal coins.
At least two drivers used the machine while the man was behind it.
The suspect then left, walking toward the Wood's Edge Development.
