Holder told college students in Virginia that the Justice Department would be open to talking to Snowden's lawyers.
However, that would only happen if the former contractor came back to the U.S. to face espionage charges.
But in an online chat Thursday, Snowden said there is no way he can return to a fair trial.
Snowden is living in Russia under temporary asylum.
