The burst pipe was first reported around 5:30 a.m. Monday at the Philadelphia Veterans Multi-Service and Education Center in the 200 block of North 4th Street.
Water flooded the first floor and spilled out into the street, creating patches ice outside the facility.
The water was finally turned off sometime after 7:00 a.m.
Action News is told the facility regularly serves about 700 veterans and recently opened a woman's center.
There was no immediate estimate on the amount of damage.
