The male suspect has three stars tattooed on his face.
Investigators believe he shot and killed 39-year-old Kenny Moultrie inside an illegal tattoo parlor located on the 2100 block of Sewell Street bank on February 17th.
A 12-year-old boy was also wounded by a stray bullet in that shooting.
Investigators say the shooter was a customer of the tattoo shop.
No word on a motive.
