Philadelphia Mayor Jim Kenney appears as Buddy the Elf in Franklin Square

PHILADELPHIA (WPVI) -- Mayor Jim Kenney was second in command Wednesday night.
The mayor reprised his role as Buddy the Elf to join Santa at the Electrical Spectacle in Franklin Square.
The two took time to greet their littlest fans.
Kenney and the man in the red suit, Councilman Mark Squilla, have made this a tradition since 2013.
