PHILADELPHIA (WPVI) -- Complaints about cosmetics such as make-up and shampoo are at an all-time high.

Manufacturers aren't required to report adverse effects to the FDA, so the agency wants consumers to file complaints directly through their website.

Experts say there are a lot chemicals that are unregulated and having a better reporting system could help spot products that aren't safe sooner.
