UPPER PROVIDENCE TWP., Pa. (WPVI) -- Prosecutors have charged a Montgomery County man in connection with a fatal crash in the Schuylkill Canal.

21-year-old Robert Hoffman of Collegeville, Pa. is charged with 2 counts of homicide by vehicle and related offenses.

Prosecutors say Hoffman was driving without a license, and under the influence of a combination of marijuana, Clonazepam and alcohol, when he backed a car out of a parking space and into the canal along the 400 block of Towpath Road in Mont Clare, Montgomery County.

Two passengers, 25-year-old Lauren Ann Magargal and 29-year-old Clinton Berger, were unable to get out of the vehicle and drowned.

Bail for Hoffman has been set at $10,000 unsecured.
