Mayor Kenney tours the free library

STRAWBERRY MANSION (WPVI) -- Philadelphia mayor Jim Kenney made a visit Tuesday to the Widener branch of the Free Library in the city's Strawberry Mansion section.

But this was more than a social call.

The mayor is set to deliver his first budget address tomorrow, where he'll announce a plan to pump millions into improving libraries, as well as parks and rec centers.

Some of the money to do that would come from a tax on soda.
