A woman and two young children were seriously injured when they were struck by a tow truck in North Philadelphia on Monday.

NORTH PHILADELPHIA (WPVI) -- A woman and two young children were seriously injured when they were struck by a tow truck in North Philadelphia on Monday.

It happened shortly after 7 p.m. near the intersection of B and Ontario streets.

A 24-year-old woman was pushing a 4-year-old and 1-year-old in a stroller when they were struck by the tow truck.

Police say it appears the 53-year-old tow truck driver had a green light on the heavily traveled B Street, as the woman tried to cross.

Stephany Garcia lives just steps from the accident scene. She tells us, "When I ran out, it was a woman and she had all this blood just gushing out her mouth. It was just sad. The kids, one of them looked like it was passed out, and when they picked them up, one of them was crying the other wasn't moving."

A Good Samaritan rushed the children to St. Christopher's Hospital, while the tow truck driver stayed on the scene waiting for police and paramedics.

The 24-year-old woman and the 4-year-old child are both listed in critical condition. The 1-year-old is listed as stable.

Authorities are still trying to determine what led to this tragic incident.
