PHILADELPHIA (WPVI) -- Philadelphia's mail distribution center is facing serious new accusations - this time for alleged fraud.

Employees were unaware they were under video surveillance for eight weeks.

Some, including two supervisors, allegedly falsified time sheets in order to collect thousands of dollars in overtime pay they didn't earn.

City Controller Alan Butkovitz announced his findings Tuesday, and turned them over to the district attorney's office.

"They were milking the system for cash that they had no right to. There's enough facts that it warrants a review by people who are charged with enforcing criminal law to determine whether there have been any criminal law violations," said Butkovitz.

The controller has been investigating the city's mail center for months, and previously found thousands of pieces of unprocessed mail, just sitting in baskets.
