PHILADELPHIA (WPVI) -- The Pennsylvania SPCA is advocating on the behalf of the animals they refer to as the "Long Timers."

"You have both sides of the spectrum: a dog that's been in and out, and a dog that's never left. We consider both of those long timers here," said Gillian Kocher of the PSPCA.

So, the PSPCA has launched a promotion they're dubbing "Summer Lovin'," to find these pups their forever home.

"Sometimes these dogs will have something that prevents them from getting adopted, like they're really excited in their kennels - or the opposite, where they really don't look at you at all," said Kocher.

From now until August 4 the adoption fee for the long timers will be $19.50, discounted from the usual $75.

"A shelter is no place for them to live. This is just a temporary stop for them, a safe haven, but what we really want is for them to be in their forever families," said Kocker.
