The man wanted in connection with a fatal hit-and-run in Center City Philadelphia earlier this month has surrendered to police.

35-year-old Brendon Hay turned himself in to authorities on Tuesday.

Hay faces charges in the death of 53-year-old Ann Broderick, a homeless woman who was killed crossing the street just before 3:30 a.m. in the 1300 block of Race on August 6.

The charges include involuntary manslaughter, homicide by vehicle, and accident involving death.

Police say a tip led investigators to a white Jeep Wrangler Rubicon in Collingdale, Delaware County. That Jeep was captured on surveillance footage near the scene of the hit-and-run accident.

His attorney, Eugene Tinari, says that even though his client is driving, he should not be criminally charged.

"Mr. Hay is being tried in the wrong forum. This should be a civil matter handled in city hall rather than the criminal justice center. He was driving the vehicle, however he did not know he had struck anyone," Tinari said.

A man, identified as Hay, along with three other men were captured on surveillance pictures getting something to eat at the Jade Harbor restaurant at 10th and Race after the crash.

"Police have video of him and others eating in a Chinese restaurant three blocks away from the scene shortly afterwards, all of which indicates his mindset was not of a criminal mind."

As for how the Jeep ended up in Delaware County? Tinari says that Hay had borrowed the vehicle from his boss and simply returned it to his place of business in the suburbs.

Tinari says his client made no attempt to hide it.
