Registered sex offender found working as Santa Claus

Parents in a Texas town are upset to learn that the man playing Santa at a fast food restaurant is a registered sex offender.

In 1998, 54-year-old Norman Burbank was sentenced to 12 years in prison for sexually assaulting an 11-year-old boy.

Today, small kids are sitting on his lap and reading off their lists despite his criminal history - and it's not illegal.

"Him putting on a Santa Claus costume and having children sit on his lap, as unsettling as it is for parents, it's not a violation of Texas law," said Eric Freed from the Baytown Police Department.

Burbank is not on parole or probation and therefore isn't prohibited from being around kids under the age of 17.
