A shooting in Philadelphia's Oxford Circle neighborhood left a young man paralyzed and now a reward is being offered to find the gunman.

OXFORD CIRCLE (WPVI) -- A shooting in Philadelphia's Oxford Circle neighborhood left a young man paralyzed and now a reward is being offered to find the gunman.

On Wednesday, February 26th, 20-year-old Lens Legrand was hanging out with his friend on the 900 block of Anchor Street.

Just before 10:30 p.m. police were called to the scene for a shooting.

"I don't really know what happened, everything just happened so fast. I was on the phone at the time, talking with my girlfriend, I didn't see anything," said Legrand.

"He gets struck multiple times with gunfire," said Detective Robert Hagey, Philadelphia Police.

Legrand was hit in the back and hand and is now paralyzed from the waist down. His friend fled the scene unharmed.

Legrand says he doesn't believe he was the intended target but he still wants to see the gunman brought to justice.

"It don't really matter who it was meant for as long as the person gets caught," he said.

Detectives say they need more information.

"We've exhausted all the avenues, we looked into girlfriends, friends - there's nothing left really other than cell phone records and we've looked into that," said Detective Hagey.

The Citizens Crime Commission is administering a $5,000 reward for the arrest and conviction of the person responsible.

Legrand's mother hopes the reward will speak to someone.

"I'm asking for every parent, it doesn't matter, your son, my son, if you know they're doing something wrong out there it can cost your life or anybody else's life - let's help clean the city," said Paule Borgella, mother.
