Police are asking the public for help finding him.

WEST PHILADELPHIA (WPVI) -- Police have identified the man they believe shot and paralyzed a father in West Philadelphia.

They are asking the public for help finding him.

23-year-old Allan Stoeks, from the 5700 block of Harmer Street, is charged with attempted murder.

Investigators say he is the gunman caught on surveillance video from corner of 50th Street and Haverford Avenue shooting 49-year-old Edward Lynn six times on August 29th.

Apparently, Lynn accidentally bumped into Stoeks outside a corner grocery store, prompting him to open fire.

Lynn remains in critical condition.
