The Pennsylvania SPCA is offering a $500 reward for information leading to an arrest.

PHILADELPHIA (WPVI) -- The Pennsylvania SPCA is offering a $500 reward for information leading to an arrest after a dog was found chained up and choking in a Philadelphia park.

The PSPCA said the adult female dog, described as a brown-and-white 'Pit Bull type' was found in Awbury Park.

Acting on the tip, the PSPCA said investigators found the dog tied to a chain link fence with a cable and electrical tape.

The tipster also said the dog had been tied up since 8 p.m. on Monday, according to the PSPCA.

"The dog was tied so shortly to the fence that she couldn't support herself and had been choking," said George Bengal, Director of Humane Law Enforcement, in a statement. "Abandoning a pet is a crime and, in this case, it could have resulted in a slow and painful death."

Now called Venus, the dog is being treated in the PSPCA's Shelter Hospital and is expected to recover.
