Man tosses helpless puppies over shelter fence

A disturbing surveillance video shows a man flinging a litter of helpless puppies over a fence at an animal shelter in Marshall, Texas.

Animal workers found the three-week old puppies in a recycling area on Monday morning.

They posted the video to social media which led police to a 61-year-old Paul Smith who works for the local school district.

He is charged with cruelty to animals.

Animal workers say the five puppies seem to be okay.
