PHILADELPHIA (WPVI) -- Philadelphia City Council was back in session Thursday for the first time since killing the proposed sale of Philadelphia Gas Works.

PGW workers applauded council members as they entered.

Council members say the sale was not a solution, and hearings will be held on how best to improve the utility's financial situation.

Mayor Michael Nutter wrote an opinion piece scolding council for their decision.

Mayor Nutter said the sale would create new energy jobs, and pay for repairs on aging gas mains.
