PHILADELPHIA -- Philadelphia City Council members approved an amendment to create public safety enforcement officers.

The civilian patrol would help enforce traffic laws, and support pedestrian and bike safety.

This would allow Philadelphia police to focus on efforts to reduce violent and major crimes.

Voters would have to approve the amendment to Philadelphia's home rule charter.
