GENEVA, Switzerland (WPVI) -- The Ebola outbreak in the Democratic Republic of Congo remains out of control.

And more and more health teams have been attacked by rebels.

So the World Health Organization changed its strategy.

Teams are now vaccinating at heavily secured pop-up sites, rather than going house-to-house.

And everyone in a community where there's a case gets vaccinated, not just immediate contacts.
