It happened just after noon at South Hanover Street on Wednesday.
Police say Thomas James Niarhos, 15, of Stowe, shot Jeremiah Waylon Hawkins, 39, at close range.
Hawkins was taken to the hospital, where he was later pronounced dead.
Hawkins was experiencing homelessness, police said.
Niarhos is facing first-degree murder and other charges in the shooting.
