Judging the dog, not the breed

WILMINGTON, Del. (WPVI) -- Delaware Governor John Carney signed a bill, banning dog breed discrimination in the First State Friday.

House Bill 13 says dogs may not be held as "potentially dangerous" or "dangerous" by animal control enforcement just based on their breed.

Supporters of the bill say the responsibility for behavior of the dog lies with the owner, not its breed.

More than 20 other states have outlawed dog breed discrimination.
