After a chaotic morning, police caught the suspect on the 900 block of Godfrey Avenue.
It all began around 5 a.m. Friday near Roosevelt Boulevard and Summerdale Avenue.
Police responded to a report of an erratic driver on Roosevelt Boulevard, but before officers were able to stop the driver, he rammed his vehicle into a police car and a civilian vehicle.
The suspect was arrested and put in a police cruiser.
While police continued to investigate the incident, the suspect made his getaway. Police say the handcuffed man kicked out the door of the police cruiser and fled on foot.
He managed to get away temporarily until police caught up with him on Godfrey.
Some neighbors told Action News, they did not hear anything, but are not shocked.
Dwight Wyatt of Northeast Philadelphia said, "Nothing surprises me anymore. Now days, everything is so crazy. So, I just thank God, they got him."
One woman said something like this, just hits too close to home.
She said, "It's just scary. You have your doors locked, everything locked, afraid to go outside. You don't go out once the sun goes down."
Police say the suspect was in custody on previous warrants for prior arrests.
They say his name will not be released until he's officially charged.
