"He was amazing. He put a smile on anybody's face," she said.
Thomas recalls the last time she spoke with Williams.
He was running out the door to meet friends on Thursday December 18, 2014.
"I said okay be careful, I love you. And he said 'I love you too sis', and I never heard my brother's voice again," Thomas said.
At 6:45 p.m., police were called for a person shot at South 8th and Thurman streets.

There they found the 28-year-old shot in the head. He died three days later at the hospital. Thomas says she worried about her brother's choice of friends.
"There was a couple of people that I didn't like him hanging with, just one person in particular. I told him days before, I didn't want him hanging with him because I feared this," Thomas said.
The Citizens Crime Commission is administering a one-thousand dollar reward for information that leads to the arrest and conviction of the person responsible.
All you have to do is call 215-546-TIPS.
All calls will remain anonymous.

"I need justice by all means necessary. Get this animal off the street before he do it again to somebody else's family," Thomas said.
