Police say Sean Terwilliger was checking the load on a utility truck when he was struck by a passing tractor-trailer.
It happened around 6:30 a.m. in the area of mile marker 36 on the Northeast Extension of the Pennsylvania Turnpike in Salford Township.

Pennsylvania State Police say the driver of the utility truck had pulled over on the shoulder because of a possible unsecured load.
The passenger, now identified as Terwilliger, got out to check the load.
While Terwilliger was standing on the shoulder, police say the driver of a tractor-trailer was distracted and didn't notice the stopped utility truck. The tractor-trailer then drifted to the right, sideswiping the vehicle and killing Terwilliger.

The driver of the tractor-trailer then pulled over.
Officials have not said if charges have been filed against the driver of the tractor-trailer.
The southbound lanes of the highway were closed at the scene for about six hours, but those lanes have since reopened.
