It happened on Route 13 North in Wilmington Manor before 11 p.m. Monday.
Police say the driver of the striking vehicle then crashed into a utility pole.
Several bystanders stepped in and performed CPR on the victim until medics arrived.
He was taken to Christiana Hospital. There was no immediate word on his condition.
The incident remains under investigation.
