Police said the shooting happened just after 1:30 a.m. in the 500 block of N. Creighton Street.

Kevin July, 19, was shot multiple times in the face and body. He was pronounced dead at 5:40 a.m.

"Emergency 911 received numerous calls about a shooting on the highway with numerous victims and numerous gunshots in the area," said Philadelphia Police Captain Anthony Mirabella Jr.

Police said at least 38 shots were fired in what appeared to be a shootout.

Many residents were at a block party when the gunfire rang out, according to police.

Two victims were rushed to the hospital by police, two others were taken by ambulance, and one of the victims was dropped off by a private vehicle at Penn Presbyterian Hospital.

About an hour later, police say two additional victims arrived at the same hospital.

Another two teenage victims arrived at the Children's Hospital of Philadelphia later on Saturday afternoon.

The people who were wounded include two 17-year-old females, two 20-year-old women, two 21-year-old women, a 47-year-old man, and a 51-year-old woman.

One of the 20-year-old women suffered a graze wound to the shoulder. All of the other wounded victims are hospitalized in stable condition.

There was no word on a motive for this shooting. No arrests have been made.

One resident in the area said he heard the gunshots and commotion from inside his home.

He told Action News it's a shame when anyone loses their life to senseless gun violence.

"People are connected to loved ones, and loved ones have a right to have their children enjoy the community in which they live. We have parks in this community, they come in and cut the grass, but they don't cut the crime," said a man who did not want to be identified.

This shooting comes just two days after gunfire erupted on the same block.

Officers were called to the area back on Thursday when a 30-year-old man was gunned down in the doorway of his own home.

"The male appeared to be shot in his upper chest or neck area. He was unresponsive, bleeding heavily," said Chief Inspector Scott Small.

The victim died as a result of that shooting.

Police say arrests were made in that incident.

Officers did not say whether these two shootings were related.

Some neighbors in the area say they wonder when local leaders will step up to stop the violence.

Mayor Jim Kenney said in a statement that his administration is doing everything it can.

The statement read in part, "Shootings are down by more than 20% compared to this time last year, but we know that we must continue to work together to stop violence and save lives."

Some residents say they want to see action taken immediately to address the violence.

"Our council people, our state representatives only come around when there's a parade or it's election time," the man said. "You have to act upon it. Talking is not going to do anything."
