The Action Cam was at the scene as medics treated several people who were impacted by the pepper spray.
Officials say they are expected to be okay.
Detectives did not say how much jewelry the suspects took during the incident.
Shoppers who spoke with Action News say they are surprised a crime like this happened so close to home.
"It's awful, it's just unreal how people are reacting. It astonishes me how you can do something like that. How can you hurt someone?" asked Naomi Reese from Northeast Philadelphia.
Javier the Jeweler is set to be closed until Tuesday, according to a post on social media.
Anyone with information on this incident is asked to call Philadelphia police.
