The shooting happened around 10:30 p.m. Tuesday in the 2600 block of North 17th Street.
Police say the victim was on his bike when the gunfire erupted.
He was able to run a short distance after being shot twice.
Police rushed him to an area hospital in critical condition.
Investigators are reviewing surveillance video recorded by cameras in the area.
