It happened around 11:45 p.m. near the corner of Arch and North Lindenwood streets.
Police say the group of men had gathered at the intersection for a dollar party, popular among young people where you get charged a dollar to enter.
Shaheed Richburg says he grew up attending dollar parties and is angry the gathering turned violent. He says if anyone knows who the shooters are they should come forward.
"(There's a) no snitch mentality," he said.
Police told Action News that a 46 year old, a 21 year old, a 16 year old and a 15 year old were all shot.
All four of the victims were taken to Penn Presbyterian Hospital where they are listed in stable condition.
Police said officers found at least a dozen shell casings near the scene.

So far there is no word on what might have sparked the shooting.
There have been no arrests made at this time.
Neighbors who spoke with Action News said they saw posts on social media about the party, so they think the shooters might not be from the neighborhood.
