It happened around 8:30 Friday night near Cologne Avenue and the Atlantic City Expressway.
The plane went down about three miles away from the Atlantic City International Airport.
Authorities say the pilot was approaching Runway 13 when he reported engine problems.
The FAA says four people were on board.
One person died and three others were taken to Atlanticare Regional Hospital City Division on Atlantic City. No word on their conditions.
The FAA is investigating.
