Authorities say 52-year-old Sean Scott, of Norristown, and 48-year-old Steven Anthony, of East Norriton, led the operation.
Eight others are also accused of helping distribute drugs from homes and storage units in Montgomery County. Investigators also identified a location in Devon, Chester County, that was used to store, package, label and prepare bulk marijuana for distribution.
The eight others include 29-year-old Marvin Scott, 58-year-old Albert Ball and 59-year-old Craig Cole, 59, all of Norristown; 43-year-old Brandynne Gardner and 43-year-old Kevin Ringgold, both of King of Prussia; as well as 47-year-old Matthew McCarthy, of Royersford; 40-year-old Zakery Wilson, of Devon; and 45-year-old Andre Young, of Ridley Park.
Seven people have been arrested so far, with warrants out for Cole, Ringgold and Young.
Scott, who was arrested in Clearwater, Florida, is awaiting extradition back to Pennsylvania.
Multiple search warrants were executed between July and August 2026, where investigators seized 250 pounds of marijuana, cocaine, 12 guns and about $110,000 in cash.
"The success of this investigation is a direct result of the collaboration and dedication of the law enforcement agencies involved," Montgomery County District Attorney Kevin R. Steele said. "This type of cooperation is essential, and the coordinated efforts of our local, county, state and federal partners were instrumental in disrupting this organization and taking significant quantities of illegal drugs and firearms off our streets."
A preliminary hearing is set for September 21.
