Police say the two were riding on the e-bike together around 1 a.m., when they collided with a Cadillac sedan on the 5800 block of Larchwood Avenue.
Both are being treated at Children's Hospital of Philadelphia.
One is in critical condition with a traumatic brain injury.
The other is listed in stable condition.
Authorities say the driver of the Cadillac stayed at the scene, as investigators work to determine the cause of the crash.
