It happened just before noon in the 3400 block of Germantown Avenue, directly outside the hospital's emergency room.
Evidence of the gunfire remained visible at the scene, including bullet holes in two vehicles parked across from the emergency room.
Surveillance video captured the incident. The footage shows a blue car pulling up before multiple shots are fired toward a silver minivan.
A man inside the minivan then runs from the passenger side and heads down the block.
A short time later, another man exits the minivan and walks across the street to the emergency room.
Investigators said both suspects fled in their vehicle. Philadelphia police are leading the investigation and reviewing surveillance video for clues about the suspects and a possible motive.
Temple police said none of those involved in the shooting were students; however, university officials said incidents of violence in the area affect both the campus and surrounding community.
In a statement to Action News, Denise Wilhelm, Temple University's interim vice president for public safety and chief of police, said: "While no one affiliated with Temple was involved in this, incidents like this raise concern for all of us."
Temple police said they are increasing patrols in the area.
