CENTER CITY (WPVI) -- Two workers suffered burns during an electrical mishap at an underground PECO substation in Center City.
Authorities say there was a flash fire at 4:45 p.m. Monday at 23rd and Market streets.

One worker suffered 2nd and 3rd degree burns.
The other suffered superficial burns to his face.
PECO says both men were wearing appropriate gear.
