The shots rang out just after 9:30 p.m. Thursday on the 2300 block of North Lambert Street.
According to Chief Inspector Scott Small, surveillance video captured a suspect walking eastbound on Lambert Street before pulling out a gun and firing approximately 10 shots northbound down the block.
"You can see the shooter walks up to Lambert Street in an eastbound direction. Then he pulls a gun, clearly points it northbound and fires multiple shots in a northbound direction," Small said.
Police give update on North Philly quadruple shooting
The victims include a 36-year-old woman, a 45-year-old man, a 12-year-old girl, and an 11-year-old boy. Police believe the woman is the mother of the injured children. The man is not believed to be related.
Police say the girl was shot three times in the stomach and the boy was shot once in the arm. The woman suffered a gunshot wound to the back and the man was shot twice in the arm.
All four victims were transported to the hospital and remain in critical condition.
Sources tell Action News a potential motive could be that an argument unfolded over a vehicle driving recklessly near the block where words were exchanged with the driver. Just a few minutes later, gunfire erupted.
Residents say the people shot were innocent victims.
"It's a tragedy. I mean it happened, l'm still in shock still processing," one neighbor said.
"I hit the floor and stayed on the floor, then my granddaughter said, 'Someone got shot,'" recalled Brenda Ross, whose granddaughter rushed to help the injured.

The shooter, described as wearing all dark clothing, fled the scene on foot. Police are also looking for a black SUV.
