Less than five minutes later, a green Kia entered the bike lane to pass another vehicle, and ran over and killed the 48-year-old man, according to police.

It happened on Rising Sun Avenue, near the intersection of Olney Avenue, Thursday.

The car has been towed to a police impound lot.

Investigators tell Action News they have also found a person they believe was the driver.

The officer has since been placed on administrative leave and is accused of failing to report the incident and failing to assist a person in need.

There is no word on whether the person believed to be the driver of the Kia will face any charges.
