The Burlington County Prosecutor's Office said the victim was found near The Grand Marketplace, which is just south of Veterans Parkway.
Investigators believe the man was hit between 9 p.m. and 9:20 p.m.
Police haven't said what the victim was doing when he was hit, including whether he was crossing the street or walking on the shoulder. His body was found near the curb in a dimly lit area.
Police used flashlights along the area of the highway in search of any clues.
People who live nearby say this is a dangerous stretch of road.
"We've had so many hit-and-runs on Route 130 over the years. It's not a safe atmosphere to be running across in the middle of traffic. Sometimes you're just not going to make it," said Glenda Adanchaira of Willingboro.
Ruth Reed crosses the area often to get to the stores on the other side. She says there are no truly safe places to cross this stretch, especially at night.
"People drive like maniacs. People cross over the median when they shouldn't they should cross at the light. But even at lights, people get hit," said Reed,
Police have not yet released a vehicle description.
The name of the victim is being withheld at this point, the prosecutor's office said.
