The Action Cam was at the scene in the 4800 block of Spruce Street in West Philadelphia.
Police say a blue Tesla Model X struck the police car.
The driver then tried to take off north on 50th Street, crashed into a white Chevy Impala, and then drove through the window of a building at 50th and Walnut Streets.
Then, the Tesla driver ran off on foot.
The Impala driver was taken to the hospital and is in stable condition.
There is no word yet on what happened to the officer who was in the police car involved.
