Viewer video showed Railroad Avenue in Hammonton completely underwater, with a truck pushing waves through the flooded roadway.
Vehicles also navigated standing water along Black Horse Pike in Washington Township.
Hammonton police said they received 40 calls for service related to the storm and reported that several drivers became stuck in rising water.
Danielle Presti, who was on Bellevue Avenue when the downpour hit, said the storm intensified quickly.
"It just came down so fast," she said.
Presti described widespread flooding unlike anything she had seen in the area.
"I've never seen everywhere flood like that, let alone here. It was a big shocker. I thought I would make it through the storm, but not today."
She said water rose to the sidewalk before her vehicle stalled.
A similar scene unfolded near Tilton Street, where Justin Goodman of Jackson attempted to travel home.
"I was driving through and I couldn't see anything. It was torrential down pouring," he said.
Goodman said his car became submerged.
"My car got stuck, and it was about up to the door. It stalled, and I had to get out," he said.
Waiting for a tow truck, Goodman said he hoped the vehicle could be saved.
"I was just saying, 'Oh my God. I got this car a year ago and now I'm going to have to get another one.' It starts. There's hope."
