Investigators say two other suspects - Mustafa King, 26, and Zaire Manning, 21 - remain at large.
The shooting occurred around 6 p.m. on April 7 in the 5900 block of Market Street.
Police said a Mazda carrying four people pulled up to a group, and three individuals got out and opened fire. The vehicle was later recovered in the 5700 block of Sansom Street.
Ringgold, 20, was shot 18 times and died from her injuries. A 55-year-old woman and a 23-year-old man were also wounded and are in stable condition, police said.
Authorities believe the shooters were targeting others in the group and that Ringgold was not the intended victim.
"We believe they were firing at people in that crowd, we believe Miss Ringgold wasn't the intended target and an innocent victim in this case," said Philadelphia Police Deputy Commissioner Frank Vanore back in April.
Family members said Ringgold had just left work as a home health aide and stopped to get food when she was caught in the gunfire.
"She was sweet, she was precious, she was kind, she was caring..." said her aunt, Lynette Ringgold. "She was coming home from work, she stopped to get some pizza, she only started at the job two weeks ago so she didn't even live in the area. She was just passing through."
Ringgold's grandmother, Dietra Bynum, said she was on the phone with her when the shooting began.
"I was on the phone with her the whole time," Bynum said. "She didn't even scream. Her phone dropped, and I just kept calling her name."
Police did not say what charges Ruley is facing.
Anyone with information on the other suspects is asked to call police at 215-686-TIPS.
