The flames broke out at 7:30 p.m. Wednesday on the 4300 block of Rising Sun Avenue.
Plumes of smoke could be seen from miles away.
Viewer video shows police directing traffic away from the Richard S. Burns & Company Material Processing and Recycling Facility.
It was just two weeks ago that firefighters were called to this same facility for another blaze.
The cause of that fire has not been determined.
