The shooting happened around 3 a.m. Saturday morning on the 1000 block of North 40th Street.
The victim suffered two gunshot wounds to the leg.
Police brought him to Penn Presbyterian Medical Center, where he is in stable condition.
Investigators say an argument broke out before the shooting.
No arrests have been made.
